Dear Honourable President Ramaphosa,
Your failure to meet my request to resolve our issues, on the 17 March 2026 I write to you, providing you with links to six webpage blogs, Africanist 01 to 06, which I intended to publish, should the State not address these two issues as I identify in this extract from the letter:

RE: (1) Restitution of the damages suffered firstly by my wife, Jeanette de la Harpe, and myself, Cedric de la Harpe, as covered in my extensive communication since January 2025.
(2) G20, 2025 Report on the “Inequality Emergency.”
During the week, I was able to observe that the webpages were being read, and on the 20th March I received an acknowledgement from Mr Robert Hlongwane that the letter had been read, so I thanked him, and extended the dead-line to Friday March 27, 2026.
The State Departments never respond to communication, so in anticipation I prepare the OPEN LETTER to the G20, 2025 Extraordinary Committee, which I decided would be the only document that I publish, and allow the Extraordinary Committee, and the G20 2025 President, and the G20 2026 President 2 weeks to process my comments and recommendation, before I release my ‘Africanist Resurrection’ initiative, aimed at rehabilitating our poverty groups, plus my wife and I’s poverty, and extend into Sub-Saharan Africa.

This morning I briefly read the Open Letter to the G20 Extraordinary Committee, and find that publication of this document, without the Africanist Resurrection pamphlets, and the Case 15638/2018 interaction, will give the tentacles as the DG of the DOJ refers to them, the ‘serious syndicates and organized crime issues’ space to label Cedric de la Harpe, as “just an old uneducated layman, who just does not understand”, this has been used since the Civil Case 15638/2018 Respondents Answering Affidavit, and my assessment of the use of low-grade coal rather than the High-Grade Coal, high efficiency, low emissions, unless the G20 Extraordinary Committee can find independent experts not to show me wrong, but to show Eskom has made the right decision, the State’s tactic, “just an old uneducated layman, who just does not understand”, would suffice, to maintain the “Inequality” wealth extraction, so, following this discussion, I provide ‘pdf. linked documents, that should show my credibility.

My Comment on ITEM 1: G20 Media Comment, 2 March 2025.
This media comment immediately triggers my reaction, and the next day I send to the Presidency.
President Ramaphosa, making comment on the media, about his, and his Governments commitment to the G20, where he will be fighting these ‘giants’ for the vulnerable citizens of Africa.
I give the president notice that my wife and I, are now vulnerable citizens, in his Country, who have been prejudiced by the powerful in the Offices of the Chief Master, and I proved him the details.
I continues: “Our ages and our health are against us, your fight at the G20 is a five-year fight, ours should not take a morning to consider, please at least, give us our Constitutional Right in terms of section 33, a response in terms of 33(2) which will guide us to whether we should approach the Constitutional Court , or the parliamentary Committees.
I draw the Extraordinary Committee to my allegation that my wife and I have been severely prejudiced, through maladministration and corruption in the Department of Justice, and I request the President, in terms of section 33(2) of our Constitution to reply in writing, I have on numerous occasions, advised the President, the Minister of Justice, that such failure is tantamount to being an accessory to the fraud and I quote for your benefit[1];
‘where there is a duty or an obligation to speak, and a man in breach of that duty or obligation holds his tongue and does not speak, and does not say the thing he was bound to say, if that was done with the intention of inducing the other party to act upon the belief that the reason why he did not speak was because he had nothing to say, I should be inclined myself to hold that that was fraud also.’

I have copied the Minister of Justice, as I am addressing a speech that the Minister delivered on behalf of the State President to the G-20, 15th Commonwealth Regional Conference of “Heads of Anti-Corruption Authorities” on May 8th 2025, I will also forward to the DOJ – Chief of Staff.

In this letter, I submit evidence that all my Court papers ‘no longer exist’, fraud and corruption by Judges in the Supreme Court of Appeal, these claims are made almost four months back, I submit that they are confirmed, for, if they were not accurate, I would have been in jail by the 10th December 2025. I just quote and extract of my feelings:
An “Evil greater than Genocide”
My wife and I, in February 2018, launch our Civil Case 15638/2018 for damages, what happens on the 29 November 2018 Court Hearing, and then also at the SCA between the 28th June 2019, and the 26th August 2019, when the Respondent’s Legal Counsel, with the assistance accessories in both the High Court, and Supreme Court of Appeal, had effectively buried my wife Jeanette de la Harpe, and myself, Cedric de la Harpe, condemned to poverty by the Judiciary, this I consider an evil greater than Genocide, a Genocide that could never be understood, unless you were a victim.
Condemning an elderly couple, Citizens of South Africa, who believed that the South African Constitution would protect us, condemning us to a life of purgatory, in conflict with the legal precedence, FIRSTRAND BANK v The MASTER, Case 679/13, where one of the many letters of Request, letter of Demand, receive the same dished out to us, by the Supreme Court of Appeal, in August 2019.
Our Politicians, our media, claims that Genocide is not taking place in South Africa, this is but a counter-allegation, such counter-allegation, without research to prove that Genocide is not taking place, has no factual truth, you can’t say that everyone is South Africa is a victim of crime, when a percentage are ‘excessive’ beneficiaries from the crimes, that are protected in our Courts.
What I have uncovered since the 10 May 2025 letter to the Registrar of the SCA, is that the Judiciary is trapped in the Network of serious syndicates and organized crime issues, that protect the beneficiaries at all costs, and removes the Constitutional rights of the South African Citizen, to have protection, and any Citizen without protection, lives in an evil world.
The world has heard the Government of National Unity, loudly claim that our Constitution and our Courts, protect every citizen, when I hear the UN Secretary-General respond to a media question during the G-20 meetings, “What is your comment on the South African Genocide issue?” his response is that this is a very difficult issue, it is seen different by different people, different groups.
My wife and I, two to four times a month, for the past four years, have sat in the State Hospital queues for hours in the day, as the State, through the State President and the Judiciary, the South African Police Services ignore our cries for help, I feel that I am part of the masses threatened with genocide, trying to survive below the extreme poverty line, and as often heard from my black brothers, where they claim that the rich of the world, wish them dead, I submit that the claim are escalating as the poverty and hunger escalates throughout the world, many can be seen as the victims of genocide, as the rich get richer, and the poor get poorer.
President Cyril Ramaphosa, and the Esteem Members of the G20 2025, Extraordinary Committee, if we can’t eradicate corruption, we will never eradicate poverty, what we have experienced in the Madlanga Commission of Inquiry, and the AD HOC Portfolio Committee, is only touching the surface.
